Packages.cd files exists but exists only for dpkg-multicd which is a
dselect method. And it's quite ugly since those files lists all the
packages available on the CD and on all the previous CDs ! Each entry in
the Packages.cd file has a X-Medium field indicating on which CD it is.

By old tools, I meant standard tools, not tools dedicated to CDs. Actually
many people use standalone Debian CD like a Debian mirror :

deb file:/cdrom/debian woody main contrib non-free

Other people simply copy cdroms on their harddrive (Gb on ide drives 
are cheap nowadays) ...

And it'd be a pity that doing so wouldn't work as expected. Because
apt-cache search would list packages not available, because apt-get would
need --fix-missing to work most of the times and so on.
