I can't really make out what/where your problem is; however on my potato
install from non-US test-cycle-2 CDs apt-cdrom just adds

  deb cdrom:[Debian GNU/Linux 2.2 _Potato_ - test-cycle-2 i386 Binary-1 (20000611)]/ unstable contrib main non-US/contrib non-US/main

to /etc/apt/sources.list, which is quite right. (Apart from the `unstable'...
while `unstable', `stable' and `frozen' all are symlinks to `potato'. Hmm.)
