If netstat cannot read from /dev/mem, it is supposed to work anyway by
falling back to using sysctls.

The problem affecting the virtuoso-opensource testsuite is that when
recent versions of netstat run on a 9.0 kernel (such as on the buildds),
the word 'LISTEN' is not being shown in the output (the 'state' column).
 However, the listening sockets are still shown.

This is probably related to #740509, syscall ABI changes.

It may actually not have this problem running on a 10.1 kernel.  But the
buildds won't have that until after release.
