It is; i tried it on "genuine" NetBSD 1.6RC1. If anyone is interested, the
(very straighforward) documentation on pppoe/NetBSD is here:

It describes both manual configuration, which could be used for net
installs, and automatic configuration, to connect at boot.

One precision: they always suppose you have an ethernet card, so i dont
believe ADSL modems over USB are supported.
