definition guidelines (which is pretty much identical
to the DFSG)

It's pretty wordy, but from reading it, it seems to be
"open" as in MPL. (IANAL)

Also according to them the Darwin core is based on
FreeBSD, so if they had even an ounce of credibility,
they probably did make the license open although
according to the FreeBSD license they need not have.
