See below the output of dak when I try to remove src:isc-dhcp from testing. The only reason why it's not removed seems to be that it's a key package. Without reverse dependencies, the only reason it can be a key package is because of the udeb. With the d-i blessing for removal from testing, I'll add it to the list of explicit non-key packages and I expect autoremoval to happen soon.
