Very quick note without checking the whole bug log or actual history…
Package: netcfg
Depends: ${shlibs:Depends}, ${misc:Depends},
[…]
isc-dhcp-client-udeb [kfreebsd-any hurd-any],
which would match my vague recollection: this was only ever a non-Linux
port thing, while udhcpc (found in busybox-udeb) is used on Linux.
Dropping would lgtm.
