Bug#829725: debootstrap: cannot bootstrap from repositories without InRelease files when --debian-installer set

We would normally just close the bug report right away, but since
Mathieu (cc'd) was meaning to restore support in Debian too, it might
make sense to keep this bug report around for a little while. Removing
the “found” (reported against) version with the command at the top
though.
