Bug#829725: debootstrap: cannot bootstrap from repositories without InRelease files when --debian-installer set

InRelease support was disabled a long time ago:

|   * Disable InRelease support.  gpgv won't give us back the signed data, and
|     full gpg is not available inside d-i (closes: #703889).

and the only hits in debootstrap 1.0.81 are in its changelog.

There's a branch to possibly restore InRelease support
(people/cyphermox/inrelease) but that's only in the git repository.
