Bug#829725: debootstrap: cannot bootstrap from repositories without InRelease files when --debian-installer set

I've foolishly sent this bug report to the wrong place.  This bug should have
been reported against version:

 1.0.78+nmu1ubuntu1

... from Ubuntu 16.04 (Xenial).

Indeed, its most recent changelog entry reads:

debootstrap (1.0.78+nmu1ubuntu1) xenial; urgency=medium

  * Reinstate InRelease file support to better deal with proxies where Release
    files may be cached and thus out of sync. InRelease is atomic and therefore
    not subject to failing validation because of proxy servers. (LP: #1485511)
