Confirmed by Adam: uploading to unstable would be preferred. I suppose
it would make sense to track changes for jessie in a branch since
changes that are sid/stretch only are coming (see e.g. updated arm*
support for the recent u-boot updates & patches by Vagrant Cascadian).

Maybe under <svn+ssh://svn.debian.org/svn/d-i/branches/manual/jessie>?
