I've noticed this behavior on 2 Debian installations;
it occured on package upgrade (1.82 -> 1.87) only
and doesn't happen on every reboot.

I'm not sure whether it's caused by unconsolidated configs handling (?)
by console-setup package install scripts or whatever.
