While being mostly an agnostic on these matters, I am not sure this is the way to go: dbus is still 'Priority: optional' and, for example, wpasupplicant (which 'Requires: libdbus-1-3 (>= 1.1.1)') can be used by the netdev group simply specifying that in its configuration file.
