I thus added #352697 as a blocking for this bug.

This is perfectly fine with me, as far as the bug is documented.

Well, I disagree: again, not because the upgrade is "broken" or not, but
because there is something which is not the "usual stuff".  Again,
leaving both bugs open means that there is a documentation somewhere on
*.debian.org, which could help people upgrading.

OTOH, feel free to do as you think it is appropriate: I am know
upgrading *real* systems and I know what I should expect ;-)
