After struggling for a bit due to CONF.sh overwriting my settings (I've figured out about DEBIAN_CD_CONF_SOURCED now!) I managed to do a sid m-a netinst build without perl and deps on it and it looks as if everything necessary fits on CD1 now, without excluding the 486 kernel or anything like that.
