The updated Vietnamese translation for the program file: win32-loader

I tried committing it via svn, but got the error message that mine wasn't a working copy.

because it will save translators time, and avoid the situation where they give up and use non-cp437 characters because they don't have the time to chase this up. For example, none of the accented Vietnamese characters for the translation of this string are present in cp437, so my string would have been completely unreadable. The diagram and graphs on the Wikipedia page, as well as the Internationalization section, are particularly helpful.
