The following setting in /etc/default/keyboard has the same result:

KMAP=/etc/console-setup/defkeymap.kmap.gz

provided that defkeymap.kmap.gz is copied from /usr/share/keymaps/... to 
/etc/console-setup.  But there is no debconf-question to support this 
setting and I don't think there will be one.

My preferred solution is to remove the "leave kernel keymap" option.

I can't think of a situation when loading defkeymap.kmap.gz is different 
to leaving the kernel keymap.
