Did you configure console-setup to use a 8-pixel font?

It doesn't have to.  Console-setup is the program that configures the 
console font and the console keyboard layout.  Console-tools is 
obsoleted and bugs of this package are rarely fixed.  If you want only 
one package to configure the font then install kbd instead of 
console-tools.
