Bug#524235: Default alt-gr key replacement should be right alt for usa keyboard.

AltGr is almost useless with the basic 'us' layout does nothing.  Few 
people are switching to vc 13-24 and they certainly have the option to 
define an AltGr key in console-setup.

I asked my question incorrectly.  I meant all these were working if in 
the configuration of console-setup you selected the right Alt to 
function as AltGr.  This means the question 'Which key must be AltGr' 
means 'Which key must function as AltGr' and you need to answer 'Right 
Alt' to this question.

With "Left Alt" the configuration file /etc/default/console-setup will 
contain lv3:lalt_switch" in the XKBOPTIONS line.  If this is not so or 
if this option does nothing, then this is a bug that needs a fix (I can 
not test this right now).
