Bug#524235: Default alt-gr key replacement should be right alt for usa keyboard.

This question is always asked (but sometimes it is hidden because of 
Debconf priority).  It simply asks the user which one of the keys should 
act as Compose key.

Are you sure about this?  I tested the pc104-usa-usa configuration and 
it seems the option "No AltGr key" makes both Alt keys to work as Alt 
(not as AltGr).

I don't understand why you need AltGr - the standard us layout doesn't 
have any symbol for AltGr.  Maybe you are using some other layout?
