It would still prompt for removable media before looking there. Maybe
the prompt is generic enough that a CD can meet the bill, but it would
probably at least need to be modified to mention a CD.

Some of your hardware needs non-free firmware files to operate. The
firmware can be loaded from removable media, such as a USB stick or
floppy.

If you have such media available now, insert it, and continue.
Also, since hw-detect is run before cdrom-detect, the CD won't be mounted,
and so check-missing-firmware would have to mount it.
