A not too invasive workaround could be merging the templates PO file
with the en.po file from ISO-3166 there:

# Else we just use what's translated

-> cp $pofile debian/pobuild/$pofilename && true

Replace "cp $pofile debian/pobuild/$pofilename" by
"msgcat --use-first $pofile $ISO3166TRANSLATIONS/en.po > debian/pobuild/$pofilename"
....
However, minor "problem": there is no en.po file in ISO-3166
translations..:-). But I think you get the point: we would then trick
down gettext. Ugly but the less invasive solution, probably....if only
we could get these "English translations"....
