Just confirmed in VirtualBox by booting with 'install mem=32m', which
results in lowmem level 2.

After that I do see apt-cdrom-setup offered by anna as an "optional"
component, even though it was queued by an anna-install call.

IMO components that have been queued should always be installed, even in
lowmem level 2.
