Incorrect. The network-console postinst has:
# Queue installation of ssh to make sure we can log in after reboot
apt-install openssh-server || true

If openssh-server is not getting installed then you need to look into the 
reason for that, but it has _nothing_ to do with user selections in 
tasksel.

Reassigning to installation-reports as this is too vague ATM for anything 
else.
