/etc/pam.d/common-* are not conffiles, but there is also no defined
interface for updating them from other packages.
If someone has a /lot/ of time to work on this, I'd be happy to talk with
them about my goals for this as pam maintainer, maybe those can be turned
into a spec and a proof of concept sometime this decade. :)
