Bug#395524: debian-installer: symlinks /etc/localtime to /usr

libc6 has fixed #346342 a few months ago and now places a copy of the
timezone data file to /etc. However, the installer still creates this
as a symlink, causing trouble for people who are running their
hardware clock in local time, have /usr on a different file system and
do not manually dpkg-reconfigure tzdata after installation (this
reconfiguration creates the copy of the timezone data file in
/etc/localtime).
Debian-installer should do the same thing, creating a copy instead of
a symlink.
