i really do not know, i did not find a policy for udebs so for lowmem, the algorithm do no work on priority level.

the only constraint in lowmem is that it do not add to the list package which are menu-item too.
i can try to not display all dependencies of these packages because in any case, they will be selected by libd-i
dependency algo.

ah, i think it is because i tested with floppies and the floppy retriever put all packages level to 'standard' ;)
that another point to clarify
