Bug#274307: partman-ext3 not available in lowmem level 2

I don't understand how this works. At all.

partman-base is priority standard and is selected for installation for
that reason:
anna: install partman-base, priority >= standard

partman-auto and partman-ext3 are both standard as well, neither is
installed, neither is mentioned in syslog, but partman-auto is listed for
optional selection and ext3 is not. (Which is explained because
partman-auto depends on it, but which is not a very good reason in this
case.)

So, at least the last comment is not valid: partman-base _is_ installed
automatically, probably because it is both standard _and_ is a menu item?
That is also a valid reason _not_ to include it as a dependency for all
other partman components.

It would be really nice if some time could be spent on this bug.It is
quite confusing to have ext3-modules available, but not partman-ext3.
Maybe all udebs with prio standard that are excluded from installation
because of lowmem should be listed after all?
Probably this is the right thing to do as udebs that are pulled in by
dependencies should not have prio standard.

This also means that the priority of the following udebs should possibly
be changed to optional or extra (to avoid listing them for lowmem):
- ext3-modules-*-di - depended on by partman-ext3 and rescue mode
- jfs-modules-*-di - depended on by partman-jfs and rescue mode
- reiserfs-modules-*-di - depended on by partman-reiserfs and rescue mode
- xfs-modules-*-di - depended on by partman-xfs and rescue mode
- crc-modules-*-di - depended on by nic-extra-modules and ppp-modules
- loop-modules-*-di - depended on by iso-scan
- serial-modules-*-di - depended on by various kernel module udebs

Not having ext3-modules (and other) as standard could make it unavailable
for partconf though. Would having them as Recommends: help, or is
Recommends: ignored in d-i?

The following should possibly stay standard:
- qnx4-modules-*-di - not depended on
- ufs-modules-*-di - not depended on
