You are probably missing proper mirror structure for all udebs. Suggest you check whats on a "real" mirror to see what structure you need to emulate. Important are: /debian/pool/... /debian/dists/<release>/main/binary-<arch> /debian/dists/<release>/main/debian-installer/binary-<arch> Also note that the references to packages from the Package files need to be valid.
