You cannot just copy stuff and expect to get a valid archive.

Because the installer cannot find needed udebs with additional kernel 
modules from the "mirror" you created.

Well, the required udebs should be present on the CDs, but you need a 
valid mirror structure, including the "special" debian-installer section.

You are probably missing proper mirror structure for all udebs.

Suggest you check whats on a "real" mirror to see what structure you need 
to emulate.
Important are:
/debian/pool/...
/debian/dists/<release>/main/binary-<arch>
/debian/dists/<release>/main/debian-installer/binary-<arch>

Also note that the references to packages from the Package files need to 
be valid.
