preseeding resolvconf in first stage

A "preseeded" install of the resolvconf package fails.

The tricky part is that it is done in the first stage, before the reboot.
( it uses preseed/late_command )

If resolvconf is installed manual in VT2 then is everything fine. (
  chroot /target /bin/bash
  dpkg -i /root/rsvinst/resolvconf_1.33_all.deb

The automated version reports:
dpkg: error processing resolvconf (--install)
subprocess post-installation script returned error exit status 10

What difference should be elimated to get the scripted version working?
