Would moving base-config to first stage also mean that you would need
to move the root password and user creation thing to first stage ?

Colin did some early work in Ubuntu for this (or maybe something
complete, dunno) to have a udeb in shadow to achieve this.

I might need to know what to do, but anyway I'll accept all patches to
shadow for that, of course.
