Bug#306334: kbd-chooser: Distinguish between "no keyboard" and "skip config"

Well, we should maybe make this even clearer and use "Keep the kernel
keyboard mapping" or something similar dor "Don't configure". 

Console-data uses "Keep kernel keymap" in that situation. Which was
for instance translated to "Behoud de toetsenbordindeling van de
kernel" in Dutch and "Conserver le codage clavier du noyau" in French.

However, console-data does not have such "no keyboard" option.

Anyway, a strong and clear comment for translators in needed here, anyway.
