Bug#286170: allow for local task definitions

Quoting Joey Hess (joeyh@debian.org):

I'm currently considering building an automated installer for desktop
machines at work. I don't want to use the desktop task because we will
probably choose to use gnome only. We will also want to make choices
such as "firefox as web browser" and so on. Or be sure that openoffice
l10n files are installed as well.

So, it's quite likely that I will build an "onera" task and thus
having the possibility of simply dropping it to
/usr/local/share/tasksel with a preinstall script and then use it the
normal way by preseeding tasksel with it would make the task of
maintaining this quite easy.

I think that many other uses of this may be found and indeed, I was
about looking at tasksel code for adding this...:-)

I share your feelings about /etc not being very appropriate for that,
though.
