How did ssh get installed ? Did you choose one of the proposed tasks?

We maybe should put the exim4 configuration step before the packages
installation step. This could be turned into a wishlist bug against base-config.

This mostly pertains to expert mode. Though one consequence of "Go
back" is lowering the debconf priority and thus showing the main menu
in these circumstances, this is not its main objective.
