Bug#273881: Installer puts faulty information in /etc/environment

These guesses are wrong but the symptom is here. Indeed, given that
the Norwegian entries indeed use Danish and Swedish as fallback, a
rough assumption was made about possible fallback for Finnish. I was
probably in a bad day when doing so as I'm perfectly aware that indeed
Finnish is completely different from other scandinavian languages.
Looks like it's a bad idea which has been reverted, but in the
appropriate place : languagechooser.
