Bug#272639: countrychooser: Wrong encoding in French translation for the long country list

As a side effect of the use of a master file for French translations, the
countrychooser templates currently use ISO-8859-1 encoding.
As they are merged with translations from iso-codes in a way which does not
allow using different encodings, these French translation currently use
wrong encoding for country names.
The solution for this is either switching the iso-codes translation to
ISO-8859-1 or switch the countrychooser translation to UTF-8.
The former is easier and has less impact on all D-I French translation, the
latter is a more long-term solution.
In very short term, the only solution is by switching id-i translations to
UTF-8 in order to avoid requiring changes to iso-codes.
This may happen for other languages as well...
