Both are indeed the same.
Sorting translated choices is *very* tricky. It requires the use of
Indices fields in the templates file (after it has been generated by
po-debconf)
choose-mirror has an example : there, country names are really sroted
even when translated. This has been done with a Denis Barbier script
named sort-countries.
Using more or less the same system for countrychooser is theoretically
possible but, for the short list even more tricky as this short list
itself has a special generation system (see "mkshort").
So, considering we are now officially in a feature freeze time period
(see the "yet-to-be-written" 20040706 d-i metting summary), this is
quite unlikely to be implemented in a near future.
