Bug#254452: Languages switches to english after rebooting during base-config

I haven't seen it (the warning). But I just tested by applying Recai
patch on a newly installed system after the 1st reboot.

Test procedure:
-use sid_d-i 20040616
-run 1st stage
-reboot
-at 1st base-config screen, switch to 2nd console
-edit termwrap and apply Recai patch
-reboot
-base-config is no more in English

But I couldn't test what happens to base-config at 1st reboot when
Recai patch is applied
