Its a bit different. When you install the machine and base-config is started
automatically after the first reboot you usually configure the machine. If
you just reboot (via switching to another console and entering shutdown -r
now or reboot) the machine runs automatically in the base-config again (no
manual interaction) and then the base-config goes on in English.

Ok I understand, but in what context is the base-config then run during the
initial installation?

If even in the above described way this is intended then I think this should
be documented somewhere clearly, for example in a readme file that comes
with the CDs when being released, so that others know its not a bug.
