Serbian entry for console-cyrillic shold look like the following:
cyr=uni,16,iso-8859-5,sr(crtl_shift_toggle)

ISO-8859-5 is a charset for sr_YU@cyrillic
sr is the only serbian keymap in console-cyrillic

The only valid locale with sr is currently sr_YU in libc. The chosen
country will be however "CS" (Serbia and Montenegro) as the "YU"
country is no longer part of ISO-3166.

Whether an "other" country choice will be needed as Serbian may be
spoken elsewhere will be discussed.
