Not breaking debootstrap is also important; every time a package in the
base system grows a new dependency, it breaks old d-i images, making
consistent testing difficult.

You can certainly try to argue your case with the debootstrap
maintainer, but we have to draw a line somewhere or else we'll never
release, and we can't fix everything.
