Assuming this is in the context of the new debian-installer; I have been
working on kbd-chooser, a udeb to set the keyboard for the
debian-installer. Its based on the console-tools/kbd code, which will
have a new configuration layout (debconf front-end), as the old one was
very buggy and in need of work. I intend to submit an initial working
version by end of month. (I'll probably add it to CVS this weekend,
though, to see work in progress).

For the moment, if you've the space on the CD (but not floppy based
installs), use console-tools and console-data.
