Bug#219528: Random root tmpfs filesystem size.

I now realize this doesn't help, as some architectures still use linux
2.2, which doesn't have tmpfs. As a consequence we can't just use the
"tmpfs" name and use options that don't apply everywhere.
Which architecture still uses kernel 2.2 with d-i? I thought that the plan was to move all architectures to 2.4 for debian-installer.

Because d-i uses devfs it is not trivial to support it on 2.2.
