Well, the immediate problem that the debian-installer folks were having
would be solved if the default for noninteractive installs were "None"
rather than "C".  However, I also don't think the distinction between
these two cases is a particularly useful one, and it seems likely to
confuse users.  I would suggest we just remove the "C" option
altogether.
