Bug#209279: base-config: looking ugly after a d-i install

After an install with d-i (language set to german) base-config looked rather
ugly when started e.g. the borders were missing. This is most probably not
a base-config bug but since I don't know where to start, you might have an
idea and reassign accordingly.
