Yes, we can make po files in generale. See the first tests on 
http://ddtp.debian.org/debconf/template_unstable/anna/templates-de.po
for a german debconf po file... 

I need some more time to finished this work... (I will make a real
announcement about this, if I am finished.)

This is my guilt. 

I don't have time to transform the db from sv to sv_SE. It isn't hard
work, I did something for the jp->ja transaction in the past. But I must
it done and I need some time for it (and the test of the transaction).

The sv_SE is no real problem. It is only optical bug. It is not on the
top of my TODO list.
