Bug#170888: tftpp boot problems

I'm trying to boot a Gateway system off the LAN in order to install Debian. There server's running RHL 7.2.

The gateway declined to boot with its bootrom so I got on from rom-o-matic and I'm booting the "rom" from floppy.

It boots the rom, gets an IP address and requests the file of the tftp server.

THe tftp server is astonishly silent, but tcpdump reveals relevant traffic going back and forth.

The bootrom announces its IP address and then says
Loading 192.168.0.1:/tftpboot.img ... error: not a valid image
Unable to load file
<sleep>
<abort> and so on.

The immediate difficulty is there seems to be something I should do to the boot image. Unfortunately, the relevant part of the manual, 4.5.5 Move TFTP Images Into Place has a couple of paras and then, "NOT YET WRITTEN "
