Bug#144452: boot-floppies: base-config apt-setup loads stable packages, not woody, leading to conflicts

I did a new install of woody using the cvs from a few days ago. After
rebooting and configuring the base system, I saw a few conflicts as
packages were being unpacked. I wrote some bugs against those packages,
and it turned out that base-config was installing potato packages, not
woody. Those conflicted with the woody packages that had already been
installed by debootstrap.
After investigation, I found that the dbootstrap_settings file created
by dbootstrap did not have executable permissions. This causes base-config
to assume a stable system, because the variables contained in the file
are not set.
I patched util.c in cvs to chmod the file after creating it.
Woody must not release without a new build of boot-floppies! This
would be serious egg on the face.
