Good point but think this story for me:
1) One may purge some base packages such as nvi, emacs or tetex, and
   happy on potato.
2) Use only "dpkg --get-selections" to record packages (only hold and
   install entries are recorded)
3) one may run dselect when installing woody and accidentally
   installing some base packages. (nvi, for example due to dselect
   select it as default)
4) "dpkg --set-selections" will not duplicate system since it will not
   purge nvi if above created package record is used.  Oops!  Time for
   checking all dselect selections....

If "dpkg --get-selections \*" is used, file created is larger but
contains "purge" entries.  This enable people to easily regain original
state no matter what previous state were.

I know it may not be critical but "why not?".
