Sorry, yeah.  I'd somehow got the idea that this was happening during
base-config.  Joey's suggestion for having debootstrap suppress debconf
mails during the initial setup of base packages seems like the right
thing - it's clearly not a good idea for packages to be trying to send
mail before the administrator has been given a chance to configure
exim.  So: reassigning to debootstrap.
